National TPS Alliance Calls on Members of Congress to Sign the Discharge Petition and Advance the Bipartisan American Dream and Promise Act

Hundreds of thousands of TPS holders and millions of Dreamers are waiting for Congress to act.

Nationwide.- The National TPS Alliance is calling on every Member of the U.S. House of Representatives to sign the discharge petition for the bipartisan American Dream and Promise Act of 2025 and ensure the legislation receives a vote on the House floor.

For decades, Temporary Protected Status (TPS) holders have lived, worked, raised families, started businesses, and strengthened communities across the United States. Alongside Dreamers, they have become an essential part of the nation’s economy and civic life. Yet millions continue to live with uncertainty because Congress has failed to provide a permanent legislative solution.

The bipartisan American Dream and Promise Act would finally provide a pathway to permanent legal status and citizenship for eligible Dreamers, as well as lawful permanent residence for eligible TPS and Deferred Enforced Departure (DED) recipients. The bill has earned bipartisan support, with 201 Members of Congress already signed on as cosponsors and endorsements from nearly 120 national organizations.

Now, Congress must take the next step.

“The discharge petition represents an opportunity for the House to act,” said José Palma, National Coordinator of the National TPS Alliance. “This is not about politics; it’s about allowing the people’s representatives to vote on legislation that has broad public support and would provide stability for families who have contributed to this country for decades.”

TPS holders have lived in the United States for decades, paying taxes, filling critical workforce shortages, purchasing homes, raising U.S. citizen children, and serving their communities. Dreamers have likewise spent nearly their entire lives in America, attending schools, earning degrees, launching careers, and contributing billions of dollars annually to the U.S. economy.

The National TPS Alliance urges Members of Congress, regardless of party, to sign the discharge petition so the House can fulfill its responsibility to debate and vote on legislation that reflects both America’s values and its economic interests.

The American Dream and Promise Act would:

• Provide eligible Dreamers with conditional permanent residence and a pathway to U.S. citizenship.
• Grant lawful permanent resident status to eligible TPS and DED recipients.
• Protect applicants while their cases are pending.
• Expand educational opportunities for Dreamers through access to federal financial aid.
• Allow eligible Dreamers abroad to apply for relief.
• Preserve states’ ability to provide in-state tuition based on residency.

“This is a defining moment,” Palma said. “Families who have spent decades contributing to this country deserve certainty, not continued uncertainty. We urge every Representative to sign the discharge petition, bring the American Dream and Promise Act to the House floor, and vote yes.”

The National TPS Alliance also calls on communities across the country to contact their Representatives and encourage them to support the discharge petition and passage of the bipartisan American Dream and Promise Act.
